Otha Liggins brings over 30 years of experience in real estate development and project management to his role as Project Manager at Creative Adaptations Inc. With a Certified Commercial Investment Member (CCIM) designation, Mr. Liggins is a highly skilled professional, well-versed in managing large-scale, complex development projects.
As the former Executive Director for Tanner Properties, Inc., Mr. Liggins oversaw the operation of three major Senior Affordable Housing developments: Tanner Manor (110 units), Tanner Gardens (127 units), and Tanner Terrace (156 units), located across Phoenix’s Southside and Glendale, Arizona. Under his leadership, Tanner Properties’ annual budget grew to approximately $2.9 million, reflecting his ability to drive financial growth and operational efficiency.
Prior to his role at Tanner Properties, Mr. Liggins held significant responsibilities during his tenure with HUD. He was instrumental in the development and financing of Section 202 Elderly Housing, Section 221(d)(3) & (4), and Section 811 Housing for the Developmentally Disabled, with projects valued at over $350 million. His oversight extended to managing 350 development teams across Southern California, ensuring compliance with HUD’s rigorous standards while facilitating the successful delivery of affordable housing projects.
In addition to his project management expertise, Mr. Liggins serves as an adjunct professor at Victor Valley College, where he teaches courses on Sustainable Building. His academic and professional expertise spans all aspects of site selection, land acquisition, affordable housing program design, and construction management. He is adept at formulating bid proposals, engaging contractors, negotiating contracts, and navigating the intricate permitting and regulatory processes necessary for successful project execution.
